We connect to the server remotely from an admin machine using Server Tools
and ARD. I've set the admin machine to use dhcp with a manual IP address,
but this doesn't seem to make a difference. The server (running the Open
Directory service) has a static ip. We only use this server to manage User
accounts and preferencs and to run the Quark License Administrator so we
don't have DNS running at all.

In the Open Directory overview, all services are running except for
Kerberos. Is it necessary to run Kerberos in order to use an open directory
password?

We don't want to create crypt PWs, but because of the errors we've been
getting, we are unable to create a working account using open directory
passwords. I simply managed to discover that the problem did not seem to
occur when using crypt passwords.
Interestingly enough, on the few occasions that I have been able to create a
user with an open directory password without error, there are a few
problems. First of all we would like to force user's to change their
password on their first login. This option, when set from WGM does not work
when user's log in. Also, when users try to change their passwords in System
Preferences, it appears as thought the password changed worked, but when
they try to log in, only the old password works.
