AFP connections to Windows 2003 server



I've been frustrated by a this problem for months now and I see from googling that I'm not alone, but none of the proposed solutions seem to work. Here is our setup:
Windows 2003 member server (not a domain controller). Mac File services are installed, a Mac share is setup. Since we don't want to use the MS UAM, we have "Allow Apple Clear Text or Microsoft" set on the server. From the client, we have "Allow Clear Text Passwords". When trying to make an AFP connection, we get the error:


Login Failed
Sorry, the password you entered is incorrect, please re-enter it.

We can make SMb connections to the server using the same account info, so does anyone have any ideas why AFP will not work?
