No. The umask is an aspect of a user's environment, and affects the creation of new files by that user.

Because it is not a stand-alone command, it is a shell builtin. Check the man page of the shell you are using. eg, from 'man bash':

You can set the umask on Mac OS X at either a global or user level in the .GlobalPreferences file using the defaults command.
