Janice,

There is a way to change the times the bound clients will refresh their preferences cache.  In Workgroup Manager, under Accounts, look in the computer lists button (it's the square icon to the right of the groups icon).  If you select the first tab, "List," you have the option to change settings for computers bound to your directory.  You can change this for all bound computers by selecting "Guest Computers" or you can break it down with computer lists.  For computers binding to your directory, you can set the option to "Define Guest Computer Preferences here."  Once you do that, select the "Cache" tab and change the value in the "Update the preferences cached every ____" field.  This cache refers to the MCX cache. You can also manually update the cache by pressing the "Update Cache" button.  I've found that I have to hit that button a few times to see the most success.  Another way to refresh client caches is to enable the "Allow users with local-only accounts" option in the Access tab.  Once that change refreshes to the client you should be able to manually clear the MCX cache from your clients' login window.

Setup is OSX.3.8 server and managed clients with user lists for kiddies.
When I add a new user, he or she will appear in the list on the machine
which I'm using for MCX admin after logging out (and I know I have added
said user to LDAPV3 127.0.0.1 etc. directory on the server) but not on other
machines for a VERY long time and then only one at a time throughout the
lab.

Am I missing some obvious refresh setting or cache refresh rate?  I picked
around and couldn't find anything to set that pops out at me.
