Be prepared to spend a lot of time with log files. Most recently I have
had:
Problems Related to an in place upgrade to 10.4 from 10.3.9. There were a
number of problems involving a DHCP and Netboot. I can not lay my finger on
the Kbase articles but there were several. This is the only one I have
handy.

Retrospect was erroring out nightly while trying to backup to an external FW
harddrive (The drive required a firmware upgrade for 10.4). As part of this
it was taking DHCP down. Would not have figured it out without the logs.
Other basic steps you can try include:
-Delete the DHCP Subnet you have setup, delete /var/db/dhcpd_leases. Reboot
and create a new subnet under a different name.
-Shorten your lease period to help you gather data. It is also helpful on
high number/low use network. I have 90 student laptops that average 2 hours
a day so my lease time is 3 hours to help recover addresses quickly.
-Figure out exactly where the addresses are coming from, when you do get
them to make sure there is not another active DHCP server:
ipconfig getpacket en0
and look at server_identifier
