ARD and client-management

I am having a problem and don't know if it is a PEBKAC error or an apple software error. Perhaps someone can shed some light.

My setup: 225 macs throughout my building; 1 subnet; G5 server running 10.3.9 server software using WGM and Mmanager; imacs; emacs with panther; and emacs with tiger.

I have ARD 2.2 on my teacher workstation which is an emac with 10.3.9. The lab where the teacher workstation is located has 32 emacs running 10.3.9 and all have ARD 2.2. I have all of the emacs setup with admin access to ARD with all settings checked except for "show when being observed". I can do a scan and see all of the computers in the lab. I have transferred them to a list called "computer lab". I can observe, control, lock, unlock, share screens and PUT THE MACHINES TO SLEEP WHEN THE LOGIN SCREEN IS SHOWING. After putting them to sleep I can wake them up, shut them down. So, in a nutshell things work PERFECTLY.

I also have 12 emacs with Panther in classrooms and I can do the same things to them as I do with the ones in the lab.

Now, I just put out 16 new emacs with tiger on them into the classrooms. They are setup exactly like the Panther emacs, but they surely don't act the same. For one thing I cannot put them to sleep when the login screen is on even though the report column says "successful". The status column shows "available" and when I went upstairs to look at them, the login screen was still showing. The status column should say "sleeping" as it does on my panther emacs.

I CAN put them to sleep though when someone is logged in.

The next problem I have is that when the machines do go to sleep on their own and I do a scan for them, they do not show up, unlike the panther machines that show up when sleeping.

Does anyone have the same problems with ARD and Tiger? I paid big bucks for this software and I would think Apple could at least make their software work on their own machines. This looks like a step backwards to me.

Thanks for all your help.
