When he creates a new user, locally on the server, using the remote
admin tools (because the server is headless), he can create the
user without problem, but he can't create the home directory. The
admin tool allows him to give the instruction, allows him to save,
and doesn't give him an error message, but the directory just isn't
created.
The home directory may not be created until the user logs in for the
first time. It takes quite a lot of time to create a home directory
and the administrator wouldn't want to wait for it to be finished
before they could carry on with the next one.
Tell him to create a user and then have that user log in. See if /
that/ creates a home directory.
