Now, how can I do this so that the person (a laptop user) can be connected to the network, still use a local home directory, but get the benefits of an auto-mounted home for background synchronization? Is this even possible?

That's exactly what the "Portable homes" of Tiger does. It syncs the local mobile account home to the network home for that user.
