It's not a bug, that would indicate behavior that is coded to happen yet
doesn't. The latter is closer to the mark, but it's a client-specific issue.
I'm unaware of any RFCs that require all that information in a reply in the
text of the message.

Seems to me that it's not doing it for partial replies but it is for full
replies.

Replied to or forwarded? There's a difference here.
