I take it that your student accounts are LDAP or Open Directory.  In that case it *could* be that your problem is just a race condition: loginwindow is appearing before you have network.  In Panther you can fix this by making loginwindow's StartupItem require Network (or Resolver to be safe, IIRC).  You'll need to edit

/System/Library/StartupItems/LoginWindow/StartupParameters.plist

(Fixing the problem in Tiger involves rc.local because loginwindow is started directly by launchd.)  I think this has been mentioned on this list before so there may be more details in the archives.

Also note you may have to follow some of Dave's steps before trying this so that the machines are actually joining wireless networks without a login.

I have noticed that our wireless iBOOKs are not consistently allowing
logins. That is, if I attempt to login as a student the login request
is denied. If I then login in as a local administrator, logout, and
try again as a student the login is fine.

This is one of a few strange behaviors since I (1) re-imaged the
iBOOKs,(2) installed some new Airport Base Stations,  (3) upgraded to
OS X Server 10.3.9 and (4) imaged and installed both the Server HD
and Data HD onto larger disks. It does seem that those workstations
that are wired are more reliable. Yes, too many variables.
