Shifting to Macs- how to manage to help win users

If this isn't the correct forum for this, have mercy on me and direct me elsewhere or please help.

We have about 250 Users and about 200 computers, most are Windows boxes/users, but increasing number of Macs. As short as five years ago, my boss said I could use Macs, but as a school, we would never support them. Now, I'm being encouraged to bring in more Macs. I expect that in three years we will be at 60-70% Macs. we have been fairly successful at keeping virus outbreaks on windows boxes down, but many of my win users would switch if the process wasn't too painful. My only huge hold outs are those who use Access heavily. We have been moving some Access stuff to Filemaker 7/8

We recently bought equipment for several conference rooms, and I was encouraged to put Macs in them. These will be used by Win and Mac folks, but mostly Win folks. In my experience, the hardest thing for Win users is the key commands. Apple-C instead of Control-C for copy.. that type of thing. I looked at the Keyboard Shortcuts pane of the prefs, but don't see any way to make it use the control key instead of the Apple key. Can it be done?

Then, can I set it so this pref applies to some users and not others based upon login to the computer?

Thx,
