Local homes are simple to do.
Network homes require a bit more management and planning and infrascructure, but they allow for roaming logins and centralized backups and management of the homes.

WGM should see classic apps when trying to restrict access. Make sure you run it on a workstation that has everything you are attempting to manage installed. I just tested this on a 10.3.9 server.

So _is_ DNS working? Confirm the server can be resolved both forward and back from the client and the server.

Can you clear the settings in DA and then repopulate them to make trouble machines work?
