I got it to accept the new setting for
/Library/Preferences/com.apple.SoftwareUpdate but it still seems to
want to
go to apple.com to check, NOT my network server. It didn't seem to
accept
the change for the cli version at all (is there some way to check it)?

To check the CLI setting:
sudo defaults read com.apple.SoftwareUpdate
Two more things to check:
1. After putting in your custom setting, both the GUI and CLI tools
should visually indicate that they're using your server. The GUI tool
puts the server address in the titlebar of the window. The CLI tool
lists the URL in its output. If they aren't doing this, there's
something pretty odd going on. Maybe delete the settings (substitute
'delete' for 'read' and add "CatalogURL" to the end of the command)
and try again.
2. In a web browser, go to the URL you're using. Don't forget to
include :8088. If the page doesn't load, stop and start the Software
Update Service. If it does load, click the index.sucatalog and look
at the URLs. Do they refer to your server, or to Apple's? If they
refer to Apple's, that's the problem. I've found that simply stopping
and starting the Software Update Service can fix that.
