I saw this for the first time this morning on an eMac with a fresh
10.4 install (from 10.3.9, but archived, single, admin user data
and network settings).
I just left it and it sorted itself out eventually. I had already
spent hours on the machine and was majorly annoyed with the wait,
but at least it wasn't fatal...!
This jibes with my experience. While building a new 10.4-based image,
I would frequently be changing users. Occasionally it would take a
minute or two for those menus to show up. I didn't find any
particular explanation for it. It seemed to happen more often if the
login closely followed a logout. Maybe the system was just too busy
still.
