Repair permissions may not effect exactly what you need here. Classic should
be keeping its preferences in a users home directory. Its possible that the
home directory's classic preferences folder is protected from writing, or
maybe the users quota is full.
Check the permissions on the folders in the users Library/Preferences
directory with the finder or with the terminal if you are comfortable.
