I don't think disk utility repairs users permissions. You have to check manually either through terminal in the users folder ls- l or when the user is logged in, do a get info on the various folders in the users home especially the /Library and the /Library/ Prefs folder. Sometimes just looking into a users home you can see a red circle on the folder showing they cannot r/w in that folder.
