All I can really tell you is that it works so much better in 10.4. When I worked at it with the 10.3.x family I ended up trying to put the keychain that stored the network password into the System keychain. That only worked on occasion. When we upgraded to 10.4 all of those problems went away because the network password is no longer stored in the keychain.

Here is what has worked for us, we have network accounts:

Our laptops are not static, but get their address DHCP and Directory Access is set as such.  When I tried to bind them, I found they could not log in – at first I thought it was that I was logging in too quickly for the network communication to have settled, but even if I delayed a bit before logging in, there were periodic issues.  It has been fine to just go DHCP for us.

Our laptops are usually shut down after each use, and placing two airport bases on a cart should not be necessary.

Have not found a fix for retaining the network password, using NetRestore Helper I think there was a blip in the image creation.
