It seems that once syncing has been turned on, it doesn't really turn off,
regardless of what you tell it.  I have had this problem and it causes the
AFP connections to stack up every a sync runs.  Some users have 200
connections, all at disabled/asleep, that never clear.  Eventually the
server needs to be restarted because of the load on the CPU.

The only way that I have been able to turn syncing off on the client once
it has been turned on is to delete the mobile account and recreate it,
making sure that it isn't turned on on the new account.
