Does anyone know if this is possible?

Did it occur to anyone involved to use the features of OS X rather than reason by analogy into some other version of Unix ? Someone in your organisation is going to have to learn something about Macintoshes: would you administer a BSD Unix box if you knew only Linux ?

Assuming you're running 10.4.x,

See the 'Accounts' System Preferences panel.
Select an account that your user will use to log in.
Click on the 'Parental Controls' tab.
Click the 'Configure' tab next to 'Finder.app & System'.
Click the 'Some Limits' radio button.
Untick the 'Burn CDs & DVDs' box.
