ARD User Authorizations

I'm trying to figure out where ARD stores the information about who is
authorized to perform specific actions over ARD.
com.apple.RemoteDesktop.plist only stores the custom text strings used
when you take over a machine, com.apple.RemoteManagement.plist stores
some generic information like whether or not VNC clients can connect,
and ARDAgent seems to only store information about people who have
already accessed a machine. It doesn't appear to exist in NetInfo
either... though I certainly could have missed it. Anyone know where
this info is?

We're trying to develop a script or package to change the ARD
preferences on a very large number of machines without having to
manually open the Sharing preferences panel on each of them. Perhaps
there is a better way?

Thank you,
