In a nutshell, the accounts work expected when there is either on-
campus network connectivity (wired and/or wireless), or no network
connectivity whatsoever, but fail to work when users are connected
to an external network.
Check with your netadmins about firewalls, etc..
It's quite reasonable that they wouldn't allow that sort of thing
from off-campus unless you explicitly asked for it.
