Last I checked it is in NetInfo. Specifically the ardadmin and ardinfo groups, and also an extra field naprivs which is added to user records.


But yes, by all means use kickstart: it's in /System/Library/ CoreServices/RemoteManagement/ARDAgent.app/Contents/Resources on Tiger.
