Not AFAIK.

Much easier (tested under Tiger, untested but should work under the
festering UI abomination that is Leopard) to edit /etc/authorization and set
system.device.dvd.setregion.initial from class "user" to class "allow" and
remove the group "admin" key altogether.

(Yes, I *AM* bitter about losing my hierarchical folders in the Dock, thanks
for asking.)  :^)
