A concurring opinion on the first part. The behind the scenes
component that does the region set/change does not have a command
line/script interface. I have no idea if the API for it is even
documented - not the kind of thing Apple sees 3rd parties tinkering
with and likely such things make certain media companies nervous/
angry. However, I am no programmer so don't go deep diving for such
things.
As to the 2nd part, a comment rather than a dissent. With changing /
etc/authorization be aware that you giving the initial user control
of our region setting (I believe that in 10.4 this setting is only
for initial region set and doesn't give them authorization to change
it once it is set - am I right on that Dave?). Whether it really is
a problem depends on your environment. Offices or home, likely not a
major risk and can save you a lot of headaches with deploying new
boxes. In a open lab environment on a campus with 39,000 students
(several thousand of those calling a country in a different region
home), not to mention 3000 instructors, international researchers,
and many thousands of 1-5 day conference attendees, that is a bigger
risk.

Not AFAIK.
As a next best option, I believe it is possible to modify the sudoers
file to allow non-admins to perform a single admin function.
Would this
method apply here?
Much easier (tested under Tiger, untested but should work under the
festering UI abomination that is Leopard) to edit /etc/
authorization and set
system.device.dvd.setregion.initial from class "user" to class
"allow" and
remove the group "admin" key altogether.
