I think a local log shows logins.... The monthly.out log shows users logged
in but only does so on a monthly basis (It lists users but only creates the
monthly report at the beginning of the next month.) I don't know where it
generates it's data from but you could also run sudo periodic monthly and
see what results.

I don't know if the monthly report records network users - you could check
the report and see the history to see if network users are recorded and see
if it does and then run sudo periodic monthly and see what results.

Careful signout procedures, accountability with stated policies. I've seen
systems in place where students can take computers home but parents have to
come in to sign paperwork about what they will be financially responsible
for.
