I think you are correct on this.......I made a stink about it and got a response from an engineer asking if this would be a problem?  Ummmm....yea I think it would be a huge problem.  I see alot of step backs with Leopard server, another one I don't like is access to Applications.  With 10.4.x you can select only the apps you want but with Leopard you only have one option and that is to give access to all apps and only restrict the ones you don't want users to have.  I have some issues with that.

Here is a workaround to add printers, but I'm wondering now on how to let users remove them as well.

Edit /etc/cups/cupsd.conf

  <Limit CUPS-Add-Modify-Printer CUPS-Delete-Printer CUPS-Add-Modify-Class CUPS-Delete-Class CUPS-Set-Default>
#    AuthType Default
#    Require user @SYSTEM
    Require valid-user
    Order deny,allow
  </Limit>

Then to add the printer, in any application when you do a File, Print select Add Printer from the the printer drop down menu and add the printer you want.

But again I'm not sure how to remove a printer.....haven't looked into to it yet.

Under 10.4, there is a setting under managed printers that if checked
requires the user to have a local admin password to add a printer.  If
left unchecked, the local user can add and use any printer.  We've
always left this checked.

Now, we are distributing laptops to managed users with portable home
directories running 10.5 - we want them to be able to add a printer
when necessary.   If I read the documentation correctly, they've made
a change in 10.5 so that you MUST have a local admin password to add a
printer.

I'm hoping that I'm either reading this wrong or that someone is aware
of a workaround for this.
