In looking around at various discussions I find that various people alter the cupsd.conf file in various ways like this but then all that gives you is the ability to administer printers through localhost:631 (including create/delete) but you then have to know how to use that interface.

BTW another way to accomplish this kind of thing is to
 cupsctl SystemGroup=everyone

But the check box in the system preference to "allow administration of printers" seem to effectively

 cupsctl SystemGroup=_lpadmin

Which is a group whose members are precisely anyone with the check box to administer printers.

The gui filter of privileges is the problem for using the system prefpane to administer printers.
