I haven't seen this either but the first thing I'd do is try to repair the
Keychain (utility Keychain Access, under the main App drop menu, Keychain
First Aid, current user pw, repair, will need an admin password if the user
is not an admin.)

If that didn't work, I'd delete the current keychain from under the File
menu in keychain, delete files and references, and then create a new
keychain and then try to fil it with sync functions.

If that fails I'd try to backup the account on the machine and
delete/recreate the account and put the backup back (use the same name of
the user) and delete/recreate the keychain before syncing.

I'm presuming the keychain and syncing works fine on the other machine and
that the login password and keychain passwords on the two machines match
between the machines. I don't know absolutely that's required but I'd guess
so.

If that doesn't work...and things are fine on the other machine....

I'd fear some level of garblement of the problematic machine. Perhaps run
the combo updater of 10.4.11 and if that doesn't work...<sigh> a clean
install of the OS and re-update everything.

If that didn't work I'd call Apple and report the problem.
