Hello,
I'm looking at using MCX for disabling a few things in Leopard and it looks
like they can be bypassed by a local admin account, by holding down the
option key during login.

Does anyone know if there is a way to prevent the local admin from choosing
to disable the managed preferences?

On 10.5 now you can disable the admin ability to disable management in the login preference policies. There is a checkbox under options to do so.
