PowerBook G4 stuck in Greenwich Mean Time



Hello All,
I'm not sure what terminology to use to describe the problem so please read what I'm trying to explain.


I have a user with a 1.6 Ghz PowerBook G4 running Mac OS X 10.4.11. It's clock displays an inaccurate time. The PowerBook displays GMT (Greenwich Mean Time) while the laptop should display Pacific Time. The cause is easy to identify but I'm unclear how I can go about fixing the problem.

In Date & Time System Preferences there is no value listed next to Time Zone. It's just blank.
The value listed next to Closest City is (GMT). When I click on the arrow to see a list of cities the list is empty.


What causes this list to be empty and how can I fix it?

I thought Date & Time might populate this list based on zoneinfo datafiles so I checked /usr/share/zoneinfo and all of the datafiles for America are present.

I reinstalled the 10.4.11 Combo update on a whim. This didn't help.

I'm not sure if this behavior could be caused by a damaged .plist or damaged Date & Time System Preference pane.

Has anybody seen this before or have any suggestions?

I couldn't find any mention of this problem when I searched Apple's OS X Discussion Forums or other such sites.

I didn't think to login to another user account but I should try this to determine if the problem is user-specific or system-wide
