I thought that might have been it, but in 10.5.1 it does not seem to work. I can hold down the option key at login and it always pops up the dialog allowing me to disable MCX. If I look at the MCX details I see a attribute called “AdminMayDisableMCX” which is set to false.

I think I may need to open a Radar Bug on this.

On 10.5 now you can disable the admin ability to disable management in
the login preference policies. There is a checkbox under options to do
so.
