How to disable the Dashboard

At our school, we want to stop students from using Widgets. They spend too
much time goofing around with them at school.

We have used WGM to take away permission to use the Dashboard application
and we have taken it out of the dock. However, we cannot figure out how to
stop the dashboard from appearing when the mouse scroll button is depressed.

Any help with how to do that would be appreciated.
