RE: default user template 10.5

I am currently testing 10.5.4 and so far I haven't noticed the issue your
having.  Things seem to be going ok so far.

The permissions I see on the English.lproj:
drwxr-xr-x  12 root  wheel  408 Jun 13 00:36 English.lproj

The permissions I see in the English.lproj Directory:

Hello,
    I'm having a challenge attempting to customize the home directory
for all our local and network users.

In the past  - customizing /System/Library/User Template/English.lproj/
has been straight forward and worked as expected.
However, not the case with 10.5.4.

I login in as root.
Ditto or cp my perferct setup to the User Template/English.lproj directory.
Reboot - test creation of a new admin or standard also works as expected.

However - challenge arrises when I "repair permissions" with the Disk
Utility  - then create a new account - the new account's home directory
is read-only.

Only when I "get info" on the newly created home directory and add the
correct owner, then "apply to all enclosed items" - does the new account
work correctly and have read and write access.

Has anyone else experienced this?
Has anyone found a solution that they'd be willing to share?

In the mean time I will keep plugging away - and will report back if I
find a solution.
