At least one problem with this, is that without admin rights, you can't add a network service.

You cannot configure VPN using networksetup. Configure your VPN network, then use the gear icon (next to the + and - buttons) to export the configuration. You can then have users open the vpnsetup.networkConnect file (or script this) for management/deployment.
