I think this is the default behaviour of the doc controller: an application in MacOS X that claims to be document-based has to have a document! The TextEdit application has this behaviour as well. Personally I find this rather annoying. If I want to have a new document I'll ask the app to give me one, now I always need to close the new document because it gets in my way.
