I absolutely agree with this. Just as an FYI, OmniWeb behaves by default the way the HI guidelines tell it to, but there is also a preference (General Preferences: Open start page when OmniWeb's Dock icon is clicked) which you can turn off if this behavior annoys you. I think that should be the solution used for most applications.
