No. You can download Xcode 1.5 free from the ADC site. Do you have and
ADC account? You can sign up for a free account that allows you access
to some of the Developer stuff. Xcode 1.5 is one of these. I think the
charge is if you want the disk. But you can definitely download it for
free.
