Bzzt. The window is actually owned the by the WindowServer (according to Quartz Debug in Mac OS X 10.3.4).

Maybe, but the Dock does control the desktop picture. If you have the "change picture" option turned on, then run "killall -HUP Dock" to restart the Dock and you'll see what I mean.
