The Flash plugin is probably using Carbon calls to change the cursor. Overriding this will be somewhat more difficult.


the universal access tool in system preferences can do this, it can change the cursor system wide to a new size. any ideas how it manages this, or am i looking in the wrong place?

Probably the wrong place. Universal Access also does a number of flashy things (like, say, zooming and inverting the screen) which probably hook into deep, dark, secret bits of the WindowServer.
