At some level there probably is. I have no idea whether it’s private or not. (Particularly on iOS, which exposes a lot fewer system-level APIs than Mac OS.) And it’s definitely going to be something down at the kernel or IOKit level, not in Cocoa, so I’ll bet you the people who know the answer aren’t on this mailing list.
