Yes, but that step uses the hardware controls of the monitor to attempt to reach a preselected target value. In this case the hardware controls won't get him where he wants, and its definately a loss to use the video card to lower luminace; reducing it from 250 candelas to 125 will cost you have your visible levels on screen, lowering it to 85 would give you cartoon grade images.
