Ink Restrictions vs. Ink Limits

I'm in the process of profiling some lg format solvent ink printers, and am running into saturation problems. If I restrict the single inks using max Chroma, the ink coverage per channel is still fairly high (90-100) requiring a much lower total ink limit (250%). So my question is, where is it better to address the issue, in the ink restrictions, or the ink limits? These printers are used primarily for outdoor signage, so color saturation is of greater concern than a smooth grey-balance.
