No, Core Audio is not open source.

That said, most of the kernel pieces such as the IOAudio Family and the drivers that we ship (built-in, USB, FireWire) are available in Darwin. Plus, a great deal of the code used to implement the various APIs and Audio Units can be found in our SDK (installed in /Developer/Examples/CoreAudio).
