Oh no. I mean non-monotonicity. Time does indeed move backward. I filed a bug report quite a while ago and I was told (eventually) that it was fixed in some later version of the OS.

It best to include the radar number (the bugs number) in email when talking about a specific defect you have filed that way any Apple folks reading your email can more quickly locate and comment on your defect.

Also if you have a question about a defect you have filed it is best to email Apple directly <email@hidden> as outlined in their FAQ <http://developer.apple.com/faq/bugreporting.html#status>.
