The AppleDouble file format specifies more than just a resource fork. In fact, there might not be any resource fork at all in the ._ file. Other contents can include FinderInfo, Access Control Lists (ACLs), and Extended Attributes (EAs). In Tiger, I believe ._ files will be more prevalent due to ACLs and EAs, especially on network filesystems.
