You have the right list.

Inspecting the source code of the latest Darwin release (8.1), I see
that the GCC 4.0 version shipped is

4.0.0 20041026 (Apple Computer, Inc. build 4061)

Are there plans to upgrade this? The official GNU version 4.0 includes
bugfixes commited after 2004/10/26. I'm asking because Darwin 8.1 is
6 months newer than the GCC code it ships with.

This has been observed on numerous occasions. You should be aware of a few things about the list though:
- this is *not* an official channel to Apple
- Apple guys to contribute to these lists, but essentially as
individuals who have knowledge that may be useful to the
rest of us, not as representatives of Apple
- bug reports go to <http://bugreporter.apple.com>
- specific pieces of technology may have mail addresses (not
discussion lists) for feedback to Apple. Often, this is
for use during pre-release testing, where the technology
is under NDA
- Apple rarely announces product update content and schedules,
and almost never on these lists.
