It sounds much more like something weird in the shell being used. I can't
entirely see what, but changing the tcsh prompt to something static, or
changing the shell itself as you suggested, could prove interesting.

You can also connect with ssh without running a shell - I think with the -f
flag - so you could try doing that and remove the shell from the list of
potential problems.
