I am happy to be corrected, but I think IEEE 1003.1b-1993 is not part of Unix 03.

That does not mean that named semaphores do not work in Leopard, but I don't think they are a requirement for certification

If it's part of the Single UNIX Specification, it will have been (Leopard's certified UNIX03).
