Which commands? What standards?

The commands being the ones that The Open Group has decided fall under the "UNIX umbrella."  The standard being that codified by UNIX03 (and possibly later revisions thereof).  You may have varying degrees of faith in what this means in terms of stable (or at least mandated) command and library behavior, but I would suggest that you should better acquaint yourself with the VSC, VSTH, VSU and VSX test suites, among others, before jumping to any conclusions.  They're surprisingly thorough.
