Shutdown/Reboot/Logout problem.

I think I may have, perhaps sent this earlier, but I didn't get any response.

I have a problem with shutdown/logout/reboot on the apple menu. I've rebuilt the launchd services, and rotated my cron services. Still no avail; Could someone
a) Tell me what the conventional means of fixing this would be
and

   b) Why this would even occur?

It's not a 'great' problem, but it's irritating..
